Now I'm 140 pounds and 5'3 ". About 18 years. Go to college in 5 months: DI want to have a perfect body then. 'S not so bad, my diet. Its my lack of exercise. But not in really not sure where to begin, how long should I exercise, what kind of exercises should I do ... .. ect

Start by doing cardio (treadmill, ellipitcal, bike) for about 45 minutes to an hour 3 times a week and then go on to 5 days a week, and you will feel comfortable.
